2025 becomes worst year for terrorists since 2015, Reports say

Pakistan witnessed a rise in terrorist incidents in November, with terrorists increasingly targeting civilians, according to a new report by the Pakistan Institute for Conflict and Security Studies (PICS).

The think tank noted that while terrorist strategies of groups like Fitanah Al-Hindustan and Fitanah Al-Khawarij have shifted, attacks on soft targets—ordinary citizens—have surged. In November, 97 terror incidents were reported nationwide, up from 89 in October. Civilian deaths also spiked by 80 percent, with 54 civilians killed compared to 30 in October.

Security forces suffered losses as well, with 25 personnel and 7 members of local peace committees killed.

Additionally, 83 security personnel, 67 civilians, and 4 peace committee members were injured in November attacks.
The report highlighted that security forces intensified operations, resulting in 206 terrorists killed, including 137 in southern districts of Khyber Pakhtunkhwa and 58 in the former FATA region.

November also saw a rise in suicide attacks, with four recorded nationwide, compared to just one in October. Attacks occurred in Islamabad, Khyber Pakhtunkhwa, Balochistan, and the former FATA regions.

According to PICS, 2025 has become the worst year for terrorists since 2015, with 1,940 terrorists killed from January to November, reflecting aggressive counter-terrorism efforts by Pakistani authorities.

The report underscores a worrying trend of terrorists targeting civilians, indicating a shift in tactics toward easily accessible soft targets.
