Senate releases 51-point agenda featuring 21 legislative bills

The Senate has issued a comprehensive 51-point agenda for its upcoming session, outlining an extensive list of legislative actions, including the presentation, approval and withdrawal of multiple bills.

According to official details, the agenda includes a total of 21 bills, reflecting a packed legislative calendar. Out of these, 10 bills will be presented before the House, while nine bills are scheduled for approval. In addition, members are set to withdraw two previously introduced bills.

One of the major items on the agenda is the PECA (Prevention of Electronic Crimes Act) Amendment Bill, which is expected to be tabled during the session. The proposed amendments are anticipated to generate significant parliamentary debate due to the bill’s wide-reaching implications for digital governance and online regulation.

The PMDC Amendment Bill 2025 and the Islamabad Metro Bus Service Bill 2025 have also been listed, reflecting the government’s focus on reforms in medical regulation and public transport infrastructure. Several other important legislative proposals are included, such as the Securities and Exchange Commission of Pakistan (SECP) Amendment Bill 2025 and the Pakistan Broadcast Corporation Amendment Bill.

The agenda further incorporates the Electronic Nicotine Regulation (Amendment) Bill 2024, and the Legal Practitioners and Bar Councils (Amendment) Bill, underscoring ongoing reforms in regulatory oversight and legal professional standards.

A significant development expected during the session is the approval of the Bill on the Rights of Arrested, Detained, and Under-Trial Prisoners, which seeks to enhance procedural safeguards and ensure better treatment of individuals in custody. The Senate is also scheduled to approve amendments to the Pakistan Penal Code (PPC) Sections 323, 330, and 331, aiming to update existing criminal provisions.

Additionally, lawmakers will take up the Criminal Procedure Code (CRPC) Amendment Bill, which proposes the insertion of a new clause, 297-A, into Schedule Two of the Code. The session’s agenda also includes the anticipated approval of the Mental Health (Amendment) Bill and the Pakistan Nursing Council Amendment Bill 2025, both aimed at strengthening healthcare regulation and service delivery.

With a wide spectrum of legislative priorities on the table, the session is expected to be one of the most consequential in recent months, addressing key areas ranging from digital regulation and healthcare reforms to criminal justice and public administration.
