Irregularities surface in Sindh’s flagship solar energy project

Serious questions of transparency have emerged over the Sindh Solar Energy Project, a flagship initiative of the Pakistan People’s Party (PPP), after reports of alleged irregularities in contracts and imports.

Funded by the World Bank with an estimated cost of Rs. 28 billion, the first phase of the project aimed to distribute 200,000 solar home systems, with plans to expand to another 500,000 households.

According to reports, the foreign company tasked with supplying equipment declared the cost of each solar kit at $151, but import documents revealed the actual price to be less than $50 per unit. Moreover, instead of importing solar DC fans as required, the company allegedly altered documents and distributed fans manufactured locally in Pakistan. The forged import papers were then reportedly used to claim duties and taxes.

Speaking in a television program, Sindh Minister Nasir Hussain Shah denied the allegations, saying, “No irregularities have taken place in the program. Relevant documents will be provided.” On the issue of fan imports, Shah added that if fake import records were indeed submitted, the Sindh government would conduct an inquiry and bring the matter to light.
