Over 600 reforms implemented across 135 institutions in one year

Mishal Pakistan has released the Pakistan Reforms Report 2026, highlighting continued reform momentum despite challenging geopolitical conditions.

According to the report, significant progress has been made in governance, with over 600 reforms implemented across 135 institutions in the past year — a fivefold increase compared to the previous year.

The energy sector led the reform agenda, accounting for 40 percent of all reforms. New agreements with independent power producers (IPPs) are expected to generate savings of 1.4 trillion rupees in the power sector.

The report notes that over 200 reforms were implemented through digital platforms to advance the Digital Pakistan initiative. Progress was recorded in the Reko Diq project, and investment targets of $11 billion were set under the gas policy. The government reaffirmed its commitment to building long-term state capacity in a stable and sustainable manner.

Structural changes were recorded in the law, justice, and IT sectors. The report emphasizes that the reform process has enhanced Pakistan’s global reputation and aligned with the United Nations’ Sustainable Development Goals, while maintaining momentum despite complex geopolitical challenges.

Addressing the report’s launch, Federal Minister for Climate Change Dr. Musadik Malik said that transparency and evidence-based policymaking will not be compromised, and that fact-based reform reporting strengthens public trust.

Mishal Pakistan Chief Executive Officer Aamir Jahangir said the 2026 edition of the report reflects the growing maturity of the reform process and aims to document Pakistan’s reform journey comprehensively.
