Pakistan signs MoU with US firm to boost cross-border digital payments

A delegation of World Liberty Financial USA, led by Chief Executive Officer Zachary Witkoff, called on Prime Minister Muhammad Shehbaz Sharif in Islamabad on Wednesday.

The meeting was attended by Deputy Prime Minister Mohammad Ishaq Dar, Chief of Defence Forces and Chief of the Army Staff Field Marshal Syed Asim Munir, Minister for Finance Muhammad Aurangzeb, SAPM Syed Tariq Fatemi, and Chairman Pakistan Virtual Assets Regulatory Authority Bilal Bin Saqib.

Welcoming the delegation, the Prime Minister outlined his vision for a digital Pakistan, aimed at enhancing connectivity, access, transparency, and openness for citizens. He emphasized that the rapidly growing pace of digital payments and financial innovation are vital components of Pakistan’s expanding digital economy.

The Prime Minister appreciated the rising international interest in Pakistan’s digital financial markets and noted with satisfaction that the country is becoming an integral part of global digital finance.

Mr. Zachary Witkoff expressed keen interest in engaging with Pakistan to develop a secure and transparent digital payment infrastructure, including innovations in cross-border settlements and foreign exchange processes. He lauded Pakistan’s policy framework, which positions the country as a competitive player in the global digital finance landscape, and expressed a desire to further explore next-generation digital payment and cross-border finance solutions.

The meeting culminated with the signing of a memorandum of understanding (MoU) between the Government of Pakistan and SC Financial Technologies LLC, an affiliate of World Liberty Financial, to facilitate structured dialogue and technical understanding around emerging digital payment architectures for cross-border transactions. Minister for Finance Muhammad Aurangzeb and CEO Zachary Witkoff signed the MoU on behalf of their respective sides, witnessed by Prime Minister Shehbaz Sharif and CDF/COAS Syed Asim Munir.
