Following a decision by Punjab Chief Minister Maryam Nawaz Sharif, the government has granted permission for citizens of Lahore to celebrate Basant safely, under strict regulations.
Deputy Commissioner Lahore Syed Musa Raza issued a formal notification for the three-day festival in February 2026, setting forth strict Standard Operating Procedures (SOPs) to ensure public safety. According to the notification, Basant celebrations will take place on February 6, 7, and 8. Manufacturers of kites and related equipment are required to register online in advance, a move aimed at regulating production and sales.
The notification explicitly bans the sale of chemical-coated strings and large spindles known as “charkhiyan.” Only kites with “pana” strings will be allowed. The Deputy Commissioner emphasized the importance of public safety, mandating that all motorcyclists participating in the celebrations use safety wires, while a zero-tolerance policy will be enforced against the sale or use of “bloody strings” that can cause injuries.
Deputy Commissioner Musa Raza stated that while Basant is an important cultural festival for Lahore, the protection of human life remains the top priority. “We are committed to allowing the festival to continue as a cultural celebration, but under no circumstances will we compromise on safety,” he said.
Authorities have also announced that enforcement teams will monitor kite-flying areas to ensure compliance with the SOPs. Public awareness campaigns will run ahead of the festival to educate participants about the approved materials and safety measures.
The decision has been widely welcomed by residents of Lahore, who view Basant as a key part of the city’s cultural heritage. With stringent measures in place, officials hope to balance tradition with safety, allowing the festival to proceed without the tragedies associated with past celebrations.
