Pakistan to publish assets of top civil servants by 2026: IMF

The International Monetary Fund (IMF) has imposed new conditions on Pakistan under the $7 billion Extended Fund Facility (EFF) program, including mandatory asset declarations for top civil servants, deregulation of the sugar and wheat sectors, and reporting on money laundering and terrorism financing risks.

The IMF has also requested a comprehensive report on incentives to boost remittances from abroad. Following structural conditions set in June 2025, the government has begun preparations to publish the assets of senior federal civil servants on an official website by the end of December 2026. The initiative will later extend to senior provincial civil servants, with banks granted full access to the system.

National Accountability Bureau (NAB) has been instructed to develop action plans for the 10 federal institutions identified with the highest corruption risks after institution-level risk assessments.

According to the IMF staff report, effective enforcement of laws will strengthen financial system stability. Pakistani authorities have agreed to update the national assessment of money laundering and terrorism financing risks and publish it by March 2026.

Authorities have prioritized improving risk-based AML supervision, covering real estate agents, jewelers, and traders of precious metals and stones. Under the Securities and Exchange Commission of Pakistan (SECP), the Beneficial Ownership Register will be made digitally accessible by the end of January 2026.

Officials noted that additional efforts are required to assess the macroeconomic impact of trade-based money laundering and implement mitigating measures.

The government aims to enhance institutional capacity against corruption while ensuring transparency and accountability in line with IMF conditions.
