Ministries, divisions, and other government departments across Pakistan collectively owe almost Rs 2.7 trillion in unpaid electricity bills, according to data provided by the Power Division to Parliament.
The federal government and its institutions are reported to owe Rs 1.263 trillion, while provincial governments and their departments owe Rs 1.439 trillion. This brings the total outstanding amount to approximately Rs 2.701 trillion.
The Power Division’s details show that as of August 31, 2025, the federal government and its agencies owed Rs 36.404 billion, Azad Jammu and Kashmir Rs 63.597 billion, autonomous bodies Rs 19.964 billion, and local bodies Rs 6.341 billion. Provincial governments and their departments had an outstanding balance of Rs 68.32 billion.
Additional breakdown includes autonomous bodies owing Rs 20.647 billion, local bodies Rs 7.308 billion, city district governments Rs 12.306 billion, and Tehsil Municipal Administrations Rs 12.292 billion.
The figures highlight a significant accumulation of unpaid electricity bills by public institutions, putting pressure on energy providers and raising concerns about fiscal management and accountability in government departments.
