Pakistan collects Rs110 billion extra from petroleum levy in first quarter

The government reportedly collected an additional Rs110 billion from the petroleum levy between July and September, according to a document of the Ministry of Finance.

The media reports told that the Ministry of Finance document shows that Rs371 billion was collected in petroleum levies in the first quarter of the 2025-26 fiscal year, up from Rs261 billion in the same period last year an increase of approximately 42 percent.

Under conditions set by the International Monetary Fund (IMF), Pakistan maintained a budget surplus of 1.6 percent of GDP, while the primary balance stood at 2.7 percent of GDP during the first quarter. Debt servicing cost the government Rs1,377 billion, and defense expenditures totaled Rs447 billion.

Government revenue during the quarter reached Rs6,020 billion, while expenditures amounted to Rs4,080 billion, with Rs2,119 billion borrowed to cover the gap. Profits from the State Bank of Pakistan contributed Rs2,428 billion to government coffers.

Additional collections included Rs10 billion from the carbon levy and Rs3 billion from the EV adaptation levy. Pension payments reached Rs249 billion, civil administration expenses Rs161 billion, and subsidies Rs119 billion.

Local debt servicing cost Rs1,176 billion, while provinces received Rs1,775 billion under the NFC Award: Punjab Rs882 billion, Sindh Rs441 billion, Khyber Pakhtunkhwa Rs287 billion, and Balochistan Rs164 billion.

The report highlights that all four provinces posted a budget surplus during the first quarter. Punjab recorded a surplus of Rs441 billion, Sindh Rs208 billion, Khyber Pakhtunkhwa Rs77 billion, and Balochistan Rs53 billion.

Sources noted that higher petroleum prices, efficient tax and levy collection, and careful provincial management contributed to the strong first-quarter fiscal performance.
