IHC orders vaccination of stray dogs, action against those involved in killings

The Islamabad High Court (IHC) has directed authorities to vaccinate stray dogs in the federal capital and ordered that criminal cases be registered against officials found involved in killing them.

The directives were issued by Justice Khadim Hussain Soomro during a hearing on a petition challenging the culling and mass killing of stray dogs in Islamabad. Officials from the Capital Development Authority (CDA) appeared before the court in compliance with earlier orders.

During the proceedings, the court summoned the CDA’s Director of Municipal Administration to explain reports of stray dog killings and warned that if such actions were confirmed, strict legal proceedings would follow against those responsible.

Justice Soomro emphasized that animal control should be conducted through humane and lawful measures, instructing the CDA to ensure full implementation of the 2020 policy on stray dogs. The court further ordered that all stray dogs be vaccinated instead of being culled.

The case has been adjourned until October 27 for further hearing.
