Hajj policy update: registered pilgrims can nominate substitutes or claim refunds

The Ministry of Religious Affairs has announced a new policy allowing close relatives of registered pilgrims, who are unable to travel due to death or serious illness, to perform Hajj in their place.

According to official documents, a registered pilgrim who cannot travel for compelling reasons may either nominate another person to go in their place or request a refund of the deposited amount.

The ministry stated that in such cases, applicants must provide valid reasons along with documentary proof, such as medical certificates or death certificates. For substitution or refund, the registered pilgrim’s bank receipt, a copy of the national identity card, and a stamped affidavit explaining the circumstances will also be required.

The decision comes as part of efforts to provide flexibility and relief to those facing unavoidable hardships while ensuring their deposits or Hajj intentions are not wasted.
